The work consisted of supporting the departmental government in preparing a Smart City Roadmap, defining high-level planning to transform San José into an intelligent and sustainable department. With a holistic and human-centered approach, specific solutions were designed for the chief problems of the department’s reality. Working initiatives were defined, aimed at using TICs to improve the quality of life of citizens.
The challenge
San José is a referent on e-Government issues in Uruguay, and its departmental government has been working intensely on the subject of Smart Cities, with a view to using TICs to improve the quality of life of its inhabitants. While San José already had various projects on the subject, there was no shared, programmatic vision, or 100% integrated management among its different government offices. This sometimes generated information silos, and difficulties in coordinating and considering all aspects of each initiative launched.
In the search for support to develop a holistic smart city strategy, San José chose CPA FERRERE to collaborate on its Smart City Roadmap.
The solution
The project consisted of conducting a survey of the smart city status and diagnosis based on the conceptual model proposed. Later, various workshop sessions were conducted and diverse innovation and co-creation methodologies were applied with a view to: 1) identifying the chief problems impacting citizens’ quality of life, and 2) defining the best solutions to resolve the points identified in the previous stage.
Finally, after various sessions with the chief decision-makers, the process culminated with development of the Smart San José Roadmap 2025, providing a single management model and delineating the projects to be carried out in the 2018-2025 period.
